The O’Brien Institute for Public Health is pleased to announce the appointment of Dr. Fiona Clement, PhD, as the new director of the Centre for Health Policy, effective Jan. 1, 2026.

Dr. Clement is an accomplished academic leader, health economist, and health policy researcher. She currently serves as department head of the Department of Community Health Sciences (with her term ending Dec. 31, 2025), and Director of the Health Technology Assessment Unit at the University of Calgary, which is a policy-responsive evidence synthesis unit that supports evidence-informed policy development. 

In 2014, Dr. Clement was selected as one of only twelve Harkness fellows in health care policy and practice internationally. This prestigious program allowed her to spend a year in the United States examining its health policy environment and exploring lessons that could strengthen Canada’s system. She has since become a leading voice in Canadian health policy, recognized for shaping legislation, regulatory frameworks, and government policy in areas such as pharmacare, cannabis legalization, and health technology reassessment. 

Named one of Canada’s Most Powerful Women and inducted into the Royal Society of Canada’s College of New Scholars, Artists and Scientists, Dr. Clement brings deep expertise and an unwavering commitment to translating research into real-world impact.

When asked about this new role, Dr. Clement shared that she is “most excited about working with incredible colleagues across the University of Calgary who are contributing to the health policy space. My vision for the Centre is a place that brings us all together to be more than the sum of our parts.”

Dr. Clement is excited to join the Centre's leadership team, including Dr. Mike Law, academic lead for the Centre for Health Policy, and work closely with O’Brien Institute members across disciplines to strengthen collaboration, build capacity, and expand the Centre’s influence in advancing evidence-informed health policy.
